The ‘State of the Ward’ Framework has been built by Sensing Local to evaluate Bengaluru’s wards. It has been derived from the ‘Livability Standards in Cities’ and the 24 Features contained in the Smart City Proposals (SCPs) which are based on the Smart City Guidelines.

The framework assesses the wards on 19 Features under 12 Categories, through indicators. These indicators are then used to place the ward in the Scenario most applicable to it. Each Feature has 4 Scenarios, starting from the worst to the best.
Each feature is divided into the following parts, in order to understand where the ward stands,
1) Physical & Social Infrastructure: What does the ward have?
2) Analysis & Assessment: What is the condition? Is it
enough? What level does it stand?
3) Budget: Has money been spent on improving this
feature over the last 5 years? How much? Is it justified? Has it been enough?

Data collection was done through the following methods:
Secondary data collection:
1. Government Reports and websites
2. Open source platforms like I Change My City, Janaagraha, Open City and Namma BNP Citizen Portal
3. Google maps
Primary data collection:
1. Observation + surveys
2. Interviews with Govt. Officials and Citizens
3. Individual survey forms - delivery of services
From 2015 to 2020, across all feature types, the allocated budget was approx 95 crores, out of which almost projects worth 66 crores have not been executed or are pending execution (2019-20). Yearly budget allocation varies from 2.2 Crores to 60.17 Crores. The majority of the 2019-20 funds are shown as unexecuted as there is no information available on the status of utilization of these funds. Of the allocated budget, the maximum share was apportioned to roads (transportation) and drains (water management) related projects (84%). Followed by parks, water supply, and housing. The majority of the funds allocated between 2015-19, especially in the latter 3 remain unspent.

The majority of the 2019-20 funds are shown as unexecuted as there is no information available on the status of utilization of these funds.
